WP CONSULT Singapore Private Limited (WPCSPL) was founded in 2012 by Lars Vissing to provide price competitive consultancy and project management services to the wind power industry.

With our central location in Singapore and with focus on the Asian markets, our mission is to become a respected partner in management and development services in the wind farm industry.

Founded in 2012, WP CONSULT Singapore delivers services and solutions to all wind energy projects.

2 main focus areas for our services

The services WPCSPL are able to provide are concentrated on 2 main focus areas: Project Development and Project Management Services. The Project Development part focus on initial evaluation of the opportunity, its associated risks, challenges and outputs through to full delivery and operation.

The Project Management leg focus on managing the construction of large scale projects, working primarily in the energy sector.

We have been involved in projects in different project roles, providing expertise together with multi-disciplined teams for both short and long term assignments.

Based in Singapore, we operates globally and is currently involved in projects in Pakistan, however we have experience working with projects in China, Korea, Taiwan, Thailand and from various offshore projects in Denmark and Germany.

We are dedicated to working in partnership with our clients, helping you to reduce risk, plan, design, and operate your on-or offshore wind projects profitably and with confidence.

Management

Lars Vissing

Lars Vissing is founder of WP CONSULT Singapore and has a background of over 15 years in the energy sector in varied roles working for consultancies, wind turbine manufacturers and subsea valve actuation suppliers to the oil and gas industry.

Since 2002, Lars Vissing has joined the Wind Energy sector with various positions on offshore projects in Europe, expecially as construction manager on the fabrication and installation of the offshore substation platform for Rodsand II and as Wind Turbine specialist for the development of the Goodewind if offshore project in Germany.

However, most significantly, Lars Vissing has worked and lived around various places in the asia pacific region for more than 6 years, doing major onshore projects in Pakistan, Thailand, China, South Korea and Taiwan.

01 – 03 – 2012

Fauji Foundation (FF), 2×50 MW EPC Turn-key, Ghard Sindh, Pakistan

Nordex Singapore Equipment Pte. Ltd. has nominated WPCSPL the role of Senior Project Management Consultant (SPMC) for a 2 x 50 MW onshore wind power project in Gharo Sindh Province, Pakistan.

These 2 projects (100 MW) has been in development for the last 3 years and has the equity partners Fauji Foundation (FF), Fauji Fertilizer Bin Qasim Limited, Cap Asia (MP) and Tapals. These sponsors are putting up to 6 billion PKR (63 mill. USD) in the form of equity into the projects (in total).

In the last year the sponsors accelerated the development of the projects by appointing a consortium of Nordex (SE) and Descon Engineering Limited (Pakistan) as turn-key EPC contractors for the development of the projects. The sponsors also mandated National Bank of Pakistan for the local financing and Islamic Development Bank (IDB) and Asian Development Bank (ADB) for the foreign portion.

The projects were awarded a reference tariff for the generation of electricity along with their electricity licence by NEPRA as a result of which the financing agreements have been signed. Upon completion of the security documentation, construction of the projects is expected to commence in third quarter of 2012 and the projects are expected to be operational by June 2014.

We can also manage and supervise activities through manufacturing supervision and site and installation supervision at the construction location.

PROJECTS

Onshore wind project Experience

We have experience from onshore projects primary in Asia and Europe with fokus on project management.

This experience has been on all types of contracts from turbine delivery to full scale EPC contracts, with locations in China, South Korea, Taiwan, Thailand, Pakistan, France, UK and Poland.

Offshore wind project Experience

We have experience from offshore projects in Denmark and Germany, where focus has been on construction management and contract drafting.

This experience is based on fabrication and later installation of a huge offshore transformer platform for a major wind farm in Denmark (Rodsand II).

Another example of our offshore experience is in the development of technical contract documents (employers requirements) for a major German offshore wind farm (Goode Wind II)

Project management and interface management are essential elements in ensuring the success of construction.

We provide support at the construction site and at the manufacturers production sites and we manage the supply chain activities with logistics management and contract and claims management.

We also manage and supervise activities through manufacturing supervision and site and installation supervision at the construction location. Finally, we handle testing and commissioning activities.

As an example of our first involvement in a major onshore wind park development project, we have signed a contract with a German Wind Farm manufacturer (NORDIX SE) to act as Senior Project Manager Consultant for a turnkey EPC contract in Pakistan.

The project comprise strings of wind turbine generators (2 X 20 Units of Nordex N100/2500 KW model), met masts, transformers, electrical systems, power monitoring and control units and ancillary equipment.

Prior to financial close of this Pakistan onshore EPC project, WPCSPL has been assisting the German wind turbine manaufacturer in finalizing contractual outstanding issues in order to achive NTC (Notice to commence) from their Pakistan client

In parallel WPCSPL will take the role as Senior Project Management Consultant (SPMC) during the construction phase, a task that will run from end 2012 until March 2014.

We have experience from working with offshore projects in Europe, primary within the wind energy sector but also within the oil and gas sector for installation of subsea valve actuation equipment.

As an example of our experience within the offshore wind energy sector, we have worked such as as construction manager for the Rodsand II offshore project in Denmark and as foundation/turbine specialist for the Gode Wind II in Germany.

The job for Rodsand II involved building and installing a 900 tonnes transformer platform for a Danish offshore wind farm at Rodsand in the far south. The completed structure should sail out to its location, where it was set on a concrete foundation and the transformer platform will bring in electricity direct from the shore via subsea cables.

Finally we have experience from the oil and gas sector in form of manufacturing, building, testing, installation and commissioning of deep sea valve actuation equipment to major clients such as Statoil, Maersk, BP and related oil and gas producers.
